DELAY IN PAYMENT OF TEACHER TRAINEES ALLOWANCE OVER A SEMESTER
I would like to especially commend the Government of Ghana, Ghana Tertiary Education Commission (GTEC), Student loan Trust Fund, Teacher Trainees Association of Ghana (TTAG) and other key stakeholders in their unflinching efforts, involvement and continuous contributions towards the restoration of the teacher trainees allowances and ensuring its frequent disbursement in the previous academic years.
That notwithstanding, one of the most exciting moments during every Semester in Colleges of Education in Ghana is the alert teacher trainees get on their mobile phones that their monthly allowance and all arrears have been paid. The sound of that alert immediately changes every student’s mood and serve as apparent motivation towards their academic performance. The importance of this allowance to student teachers cannot be overemphasized.
Since the start of the First semester in the 2020/2021 academic year, however, students’ mobile phones have been immune to this sweet alert sound. This is very worrying and depressing to say the least; absolutely heartbreaking. In recent times, Student teachers allowances from Government have not been paid since the start of last semester.
We have began a new semester and we have not received a single month’s allowance of the previous semester – Ghc800.00 in total.
Teacher Trainees have heard nothing as to why the allowance is delayed since the last communication issued about the delay in the payment of teacher trainees allowance from our mother association, TTAG .
It is a strange situation especially when the new Education Minister and Parliament had approved the budget the Government has allocated for the disbursement of allowance to teacher trainees in the academic year. Teacher trainees are left in the dark as at now having no idea what the real issue is regarding the delay in payment of the arrears.
The delay in paying the allowance has really affected trainees immensely. This allowance is of huge importance to teacher trainees in purchasing of study materials, data for online learning with the emergence of the blended learning in Colleges of Education in Ghana, feeding and amongst other pressing needs for their comfortable stay and learning on campus. There is majority of less privileged student teachers who depend solely on this same allowance to pay their fees every semester.
The delay in payment has seen a lot of students being unable to pay their semester fees. Those that depend on the allowance to pay for handouts have also not been able to get the required handouts for learning in the semester. This has become very difficult for students to cope with.
I personally have colleagues who depend solely on the allowance to pay their fees. They still owe last semester fees as a result of the prolong delay in the disbursement of the teacher trainees allowance.
As a concerned teacher trainee, I would humbly want to know the exact cause of the prolong delay in the disbursement of teacher trainees allowance from the Government level. We deserve an explanation or certain clarifications on the delay from specifically the Ministry of Finance and Education Ministry or any appropriate stakeholders involved in the disbursement of teacher trainees allowances.
Student teachers in all Colleges of Education in Ghana would really appreciate this kind gesture should this grievance be promptly addressed. Whatever the issue, the ordinary teacher trainee deserve better and would be glad it is resolved and the allowance paid immediately.
